Our Story
Tabreed India, established in 2021 and held through an investment platform Tabreed Asia, is a joint partnership between National Central Cooling Company PJSC (Tabreed UAE) and the International Finance Corporation (IFC), a member of the World Bank Group.
The company builds on the successful track record of Tabreed UAE, which was formed in 1998 and has been one of the world’s largest district cooling utilities since, providing sustainable, energy efficient and innovative cooling solutions to government, commercial, residential and private organisations.
Company Holding Structure
We are actively engaging with leading real estate developers and institutional investors across the country to implement district cooling through various business models. Our strategic focus looks beyond offering district cooling solutions, to the creation of a conducive ecosystem that fosters uptake of solutions promoting circularity of resource use. This is particularly important for the Indian geography that is experiencing the cascading consequences of extreme heat stress.
Towards more sustainable cooling solutions in India we are focused on District Cooling Systems that leverage technologies, capital, market models and 30–50-year pathways towards life-cycle energy, carbon and systems efficiency management to bring thermal comfort to all. By consolidating cooling demand and then meeting cooling needs first through passive cooling means, followed by District Cooling and other cooling technology, our approach leads to a reduction in the overall energy need for cooling.
District Cooling as a solution makes cooling accessible through a more democratic approach to dissemination by treating cooling as a utility. The solution can be deployed through a range of business models including Cooling as a Service (CaaS). Further, District Cooling can be integrated with other technologies such as renewable energy, waste to energy, city gas distribution, and sewage treatment plants, to create district energy systems that enable circularity of resource use and increase efficiency from a system’s point of view.
Our aim has entailed a bottom-up approach, involving direct engagement with individual developers, institutional owners, and other stakeholders to meet the market where it is, showcasing the need and value proposition of Cooling as a Service (CaaS) and the ensuing cost savings and significant sustainability and energy efficiency benefits it promises, keeping in mind planetary boundaries and mindful consumption.
Since its inception, Tabreed in India has been actively engaged to further momentum and create a district cooling and energy market through dialogues and partnerships across the value chain, including with AEEE, UNEP and GIZ to bring projects and programs that support thermal comfort as an integral component of sustainable living. These partnerships cut across multi-laterals, think-tanks, NGOs/CSOs, businesses, not-for-profit organisations, and include collaboration with like-minded businesses in the cooling space. We expect more collaborative initiatives to emerge in the future that build platforms for engagement with all stakeholders in the cooling sector.

As a custodian of knowledge and provider of innovative cooling solutions, Tabreed in India’s mission is to bring effectiveness, efficiency and sustainability to cooling in India. Towards this end, we engage with like-minded technology providers, developers, multi-laterals, and government organizations working to bring innovative solutions to the cooling ecosystem.

The focus of Tabreed in India, in addition to offering District Cooling solutions, has been to foster dialogue and action around providing access to cooling for all. Cooling is fast becoming a necessity given the changing climate, and we believe that it is possible to provide wider access to cooling in a manner that is energy and resource efficient. To that end, our actions are driven by the following value ad principles:
Holistic Systems Approach
Transitioning from a linear resource and energy use model, towards a more integrated, circular, and systemic utility-scale district energy model. Such thinking helps us integrate cooling technologies and solutions seamlessly into broader city-level planning or real estate master-plans. We also reduce and potentially eliminate negative externalities associated with current energy consumption practices.
Partnership and Allyship Towards a Common Cause
We recognise the importance of critical mass to drive positive change, and our approach towards District Cooling projects relies on our partnerships to bring about greater impact. We engage with partners through R&D, innovation and product development, revaluating business models to prioritize environmental impact, capacity building to implement sustainable practices, and active participation in global and local efforts to address environmental challenges.
Mindful Consumption
In our advocacy towards sustainable and accessible cooling, we also consider the risk of reaching the Jevons Paradox – where the efficiency caused by adoption of new technology could lead to greater demand and resource use. Therefore, we focus as much on the demand side of cooling as we do on the supply in our efforts to deploy solutions.
These values guide all Tabreed’s actions in India, as we believe that building inherently resilient systems is the only way for us to face and survive our uncertain future.
